The Don Ball Recovery Center of Excellence is a division of the Fletcher Group devoted to developing a standardized program and affiliated Technical Assistance Center to facilitate national expansion of the company’s “Recovery Ecosystem” recovery model.
History
While chairing the Kentucky Housing Corporation under the Fletcher administration, Don Ball spearheaded the creation of Recovery Kentucky, an innovative multi-agency program that combined existing HUD funds with money from the Department of Corrections as well as Community Development Block Grants. Eighteen recovery centers were built across the state to help rehabilitate those plagued by drug addiction.
National Expansion
Later, as private citizens, Don and Mira Ball asked Ernie Fletcher to help expand the program nationally with a standardized model applicable throughout the United States. Together they created the Fletcher Group, a not for profit with Ernie and Glenna Fletcher serving as co-founders and the Don Ball Recovery Center of Excellence established as a discrete entity within the company.
Technical Assistance Center
The Technical Assistance Center established by the Don Ball Recovery Center of Excellence provides guidance and support in the creation of local programs by partnering with federal, state and local governments as well as the private sector and faith-based organizations.
In addition to informing policy and program development, the center will work with HUD and USDA Rural Development to supply a “Franchise Model” for other states to use in establishing similar centers.
